Lift the arm so the blade comes off of the windshield. There is a tab at the base of the arm where it pivots. Pull the tab out till it stops. It will hold the arm so the blade will not touch the windshield. Now just wiggle the arm while pulling it off of the shaft. Reverse the proceedure to install it. Make sure to index it properly when reinstalling it so the wiper does not hit the cowl or go off the side of the windshield. Dan

Depending on the year of your Dakota, DAHEMIKOTA's method will work.
My 2004 requires removing a plastic nut cover, removing the nut and then removing the wiper arm.
