I think he means the outer visor - also known as a "bill" - and yes it would help the fuel milage especially on the hiway. I too had a "bill" on my truck and took it off, patched the holes.... what a difference it made in fuel milage and the way the wind sounds (or doesnt sound) now that the bill is off.
