I read somewere that since '03, the Daks come with HO CAMS installed from the factory. Is this true? (for the 4.7L)

No they have the HO manifold and not the cams.

What all would the HO Cams do for me... or what do they do. I have a 2000 4.7L 4x4. Should I get them at the dealership if I do get them?

They offer most of the torque gain of the whole HO package. I got mine from a dealer offering discounted pricing in an ad in a mopar magazine; I believe KRC offers them too as their base cam upgrade for the 4.7 Directions and how to get around need for special tools have been posted or linked here many times if you do a search. Toughest part is R&R of the valve covers.
