sounds like a problem I was having, with my 95 318 dakota, I would have to turn the key on and off a few times, then It would finally start, I also noticed a loss of power, and my fuel gauge stopped working, I checked the fuel pressure, change the wires and plugs, but the problem continued so i took it to a shop That a friend recommended.
It turned out that Two of my fuel injectors were clogged, I just had the shop clean the injectors and since they had had to fix the fuel gauge,(I guess it is like a float), I had them replace the whole fuel module, which included a new fuel pump, fuel filter, and fuel gauge float.
