Message: 1992 Dakota that surges at 60mph on flat highway. Neighborhood garage suspects torque converter lockup problem. I've seen a post with newer model experiencing a similar problem caused by throttle position sensor.......does this apply to my aging P/U?

Message: If it is the TC lockup that is causing trouble, turning off OD wqouldn't help. The TC should lockup in D and OD.
I would look around in the TB, vac ports etc etc for carbon buildup and maybe replace the TPS anyway...they're cheap.
