i would like to change my oil in a 2000 dodge dakota 4.7. Where is the plug that i need to unscrew to drain the oil? Do i need to take off the oil filter??

As with most vehicles the oil plug is on the bottom side of the vehicle near the front in the middle. It should be pretty easy to locate once you get under there, shouldn't be much else around it that would look like a plug in the bottom of a pan. It is recommended that you change the oil filter but it isn't necessary, although I don't know why you wouldn't if you intend on changing your oil it would be the best idea.
