I had my block Bored and honed with the torque plate and it was 100 for all the cylinders. Maybe you misunderstood. If not that's a crazy price. I had my work done at Shivley Speed & Machine in Louisville KY. Very happy with the results. I started with a 318 though. It's a 390 now :o)..

Usual prices at my local machine shop are $8/hole to bore and $6/hole to hone.

I tend to agree with Mike S on this, you might have misunderstood the price.

The price was sent to me by email .... he might have worded it wrong .....

also i have another question .... what type of gas mileage am i going to be looking at with a 408 .... im thinking i might stick to the 360 and just add more performance parts .....

How many miles do you have on the 360? The reason I'm asking is because the stroker kit Mopar Performance sells has forged pistons. You will have to hone the stock bores out to about 0.003" to 0.0004" more than the stock bores. If your engine has under 100K on it, you might be able to stick to stock bore size with the forged pistons by simply hitting each bore a couple of licks with a cylinder hone. That's what I plan to do.

Mancini Racing has a stroker kit with forged pistons for the 5.9L for $1,295.00.
