I have seen those $20 devices on ebay that say 15-20 more HP. Are they worth buying? Can they screw anything up?

Probably not.. Just like those devices that say they give 4 or 5 extra miles per gallon. Don't you people think the manufactures would be putting those gas saving devices on their cars??? The manufactures struggle with making cars gas efficient using time and technology to get their cars within Govt standards.
If there were such devices they would use them.
As far as the hp and your device I would put it in this same category, devices that don't work.
Snake oil salesmen on EBAY.
