Use the ohmmeter to measure resistance on the distributor cap between the inside contacts and the contacts the plugs wires connect to, they should be 0 ohms or very close to it. Also, measure the resistance of all your plug wires. There isn't something that's keeping the distributor cap from sitting completely flush again the distributor casing is there?

Resistor wire is approximately 4000 ohms per foot.
