I know for some of you this is a stupid question, as my husband has looked scratching his head, saying it must be at the bottom hose? Would someone be kind enough to tell us how or where the thermostat is on an 02 Dakota 4x4 reg cab with a 4.7 V8

On the 4.7, it's on the bottom hose, where it goes into the block, under the dome shaped housing.

the easiest way to do it, after it cools, is to:
Put a large, clean container under the lower hose housing.
Remove the lower shroud, take out the 8mm bolts holding it on, with the hose still attached. Some of the coolant will drain out here, but not more than about a half gallon. Install the new one, (go with a 180 degree, except maybe unless you live far north), and use the same fluid you caught back in it. Be sure to let the air out via bleeder screw, or cap.

Ps, someone posted they broke the 8mm bolt off, tightening too hard. Be careful, it's a plastic housing.

Then get rid of that silly belt driven clutch and fan while you're at it, you won't miss it. A few more HP too.
