What would be the results achieved between either a new camshaft or taller rocker arms in terms of throttle response, torque, and power?

Why both? I've heard that you shouldn't pair 1.7 Ratio roller rockers with an aftermarket cam. Is there any reason that this is?

There is nothing wrong with running 1.7 rockers and an aftermarket cam. It all depends on the cam grind and how it will interact with the taller ratio (1.7 vs. 1.6). Starting from scratch, I'd probably pick a cam grind and run 1.6 rockers to match. If you already have 1.7 rockers on your motor and you've decided to add a cam, just tell whomever you are getting the cam from that you have 1.7 rockers and have them grind it accordingly.
