I did the test as per the speed tweeks instructions. I got 10psi of vacume. Also there was a wierd whining sound coming from the front of the motor if i let the vaccume build up for to long.

oh ya there was the light layer of oil on the bottom of the intake

yes, you need to replace the belly pan gasket or change to the M1 2 barrel intake which eliminates the belly pan.
