I have a 318 and I've been having problems starting it cold. Whenever I try to start it cold it takes 2-3 times as long to turn over. The problems been getting increasingly worse over the last 2 weeks. People have suggested it's the fuel pump. I'm thinking it's the starter. Any ideas?

I'm confused. Do you mean it cranks more slowly when it's cold? If so check all the grounds and the terminal clamps. Also check the positive lead to the starter. The battery might also be the culprit. If the starter is turning the engine over and starting it I doubt it's faulty.

No, it's not the battery or the terminals. I just checked all that, and the battery's new. It's not cranking weaker. It just cranks for a lot longer before the engine turns over. It almost sounds like the engine's flooded, but it isn't.

try tune up, replace plugs, wires, maybe even cap, rotor. run some sea foam in gas periodically

The starter's job is to turn the engine until it starts therefore, it's not a bad starter. If the fuel pressure is bleeding off because the valve in the fuel pump is bad or the fuel regulator is bleeding off pressure, it will take longer to start because the fuel pressure has to build up before it can fire the engine. It take quite a bit of fuel pressure for the injectors to squirt fuel into the intake ports. You need to connect a fuel pressure gauge to the test port and start the engine. The gauge should read about 40 psi or so. Then turn the engine off. The pressure should remain the same for at least 30 minutes without dropping significantly. If you don't have a fuel pressure gauge, go to Autozone, they should be able to help you test that. Good luck.
