 Subject: 4.7 capacitors??

I have a 2000 4.7 Dakota with one capacitor mounted on each bank (on the spark plug boot) that are not hooked up. The engine harness does not even have a plug for them. It also has one on the right fender which is pluged in. The FSM shows the engine harness plugged into the capacitors on both banks but does not show the one on the fender. Does anyone know what they are for and why my harness does not hook up to them??

one of the times my truck was at the dealer for the stalling in neutral problem the 4.7 and manual trans had they actually pulled the plugs and removed those, so I assume they are useless.
