I have a 97 318, I have run a best of 14.21 at 98 with my truck. Current mods are 2.02 heads unported, M1, 210x cam, 1.6rr, MP computer, headers, exhaust, hand ported TB, and 3 inch air cleaner. I could hit 13's NA by having the heads ported, which should get me to 13.8 or so. Or I could go with a bigger cam ex. 220 from krc. I plan on going with a paxton in the spring In hopes of some really low 13's possibly 12's. So it is definelty possible to run 13's NA.

Kota, the Magnum RT cam is certified CARB-legal through 2000, so I don't think it'd be a problem with the sniffer. Toss in an MP computer and smog-legal M1. As for 1.7's, if you feel a need for more on top, go with them after you do the cam AND springs. If not, go roller with 1.6:1. The late 90's stock cams are pretty lazy in their overall timing, earlier ones are a little more aggressive. It's a lot more than just lift that makes a good-running engine. The timing events can totally change the character of an engine. Increasing the ratio or the rockers will increase lift, and very slightly improve the timing events, but you'll still have a lazy cam, and a lazy engine. The stock heads will make 400hp, and that sort of power puts 3400 lb Darts into the 12.80's, so it's certainly do-able to break into the 13's.

My experiences say that you'll need a cam and ported heads to run a na 318 in the 13s. Coming into the weekend of Nov.8/9 2003, my 97 Dak CC 318 had a pb of 14.29 @ 97.36. On Nov. 8 at Toronto Motorsports Park, I lowered that to 14.12 @ 97.58 in 40F, 30.5" baro. pressure, 40% humidity and into a left frontal wind of 10-15 mph. On the 9th with similar conditions except the wind was now a 5-10 mph crosswind, I got a 13.98 @ 99.85.
