I believe what you are looking for can be found on the intake mainfold just below the throttle body on the driver side, twist and pull it will come out and should be installed in the air tube intake pipe. goodluck,,

I forgot to mention your best bet is to purchase another sensor to put in the hole of your intake plenum from Dodge I bought mine 2 days ago for $6 short money really!

On the 03 models the IAT sensor is mounted on the driver's side of the resonator/plenum/box just in front of the TB. Sounds like you found it - if the business end looks like a wire loop with blue plastic on it, that's it.
You can relocate it to the FIPK tube by drilling a hole in the tube and fitting a grommet to place the sensor in, depending on where you put it, you may have to splice some extra length into the harness. If you feel better about having the sensor lock in, buy an IAT sensor for a 00-02 model - these are the ones that mounted into the intake manifold, and have a threaded brass base. I did the grommet mount on my 03, works fine. Used either a 1/2" or 9/16" grommet.
