How much HP/ Torque could I expect to gain from a cold air intake. I have a 93 Dakota with a 318.
And if I decide to do it, what size pipe should I use for it?

I think the HP numbers are in the neighborhood of 5-10 hp range. An open element on the 318/360 is actually supposed to be about 1 tenth slower than the stock setup with a K&N drop in due to the heat from the engine bay.
