 Subject: Truck RPMs rev up and down

I have a 2001 Dodge Dakota 4x4 (4 door) with a automatic V8 318 engine. It has dual exhausts. While driving, the RPMs rev up and down, up and down and it seems when I punch the gas, it quits but when i give normal gas, it revs up and down again. I don't have a whole lot of money so I am trying to determine the issue. I am worried about the transmission as I heard it could be that!?
The check engine light is always on but never flashing at me.
Also the exhaust sounds louder, it almost sounds like the sound made when you try to start a car that is already started lol, that is the best I can explain it.
Any help or ideas would be awesome!

I have the smae issue with my 2000 R/t, and so does friend of mine with a 2000 R/T extended cab. Going down the highway at a constant speed it surges?? I'm working on figuring this out as well. I'll let you know when I find something. I've changed out everyting on the throttle body except the TPS ( throttle position sensor) thats next. I have no chck engine lights or codes flashing so I'm kind of working blind.

I fixed this, it was the throttle positioning sensor. My check engine light is still on but i think its cause I have duels
