 Subject: 1995 dakota fuel voltage

After replacing 2 fuel pumps in 2 weeks i;m trying to find out whats killing them. What is the voltage at pump suppose to be and voltage at fuel relay also? thanks for any help

there are 5 wires on harness and checking voltage on 2 outside wires i get 4 volt and it steady drops at fuel pump with only key switched on. battery has 12.4 volts
