someone has posted here about this a while back. if i remember correctly there was some kind of adjustment/ stop set on the fuel pump assy. that would let it float a certain amount.

sounds like when the fuel is low, the pump is heating up, causing it to be louder and put out less pressure, thus poor porformance. I agree, sounds like a bad pump. Change it. Good luck.
