if i tighten the torsion bars on my 00 4.7 CC will I get enough room to fit 32x11.5's? there are 31x10.5's on it now

32x10.5 is all you can do without hitting the frame & fender with the wheel hard over. You can lift it all you want, but without new wheels with different offset/backspacing, 11.5 wheels will still hit the frame in a tight turn.

Yes. They will fit on the rims and they will fit in the wheel well.
Vehicle maneuverability will be reduced.
And yes, you will definitely know when to stop turning the steering wheel.
