Hi i got a 1999 dodge dakota 4wd 5.2L V8 and i'm trying to find the location of the blinker realy or flasher unit? is it in the fuse panel, because there looks like a relay in there that would fit?

Yes.
Its located in the fuse panel. Should be a green cube. Not only is there a relay for the signals, there is also a fuse for it as well.
Take cover off and check diagram for more details.
