We'd like to know what year and engine, sometimes it makes a difference.
You didn't say much else,
I suggest checking things like:
Is the belt on and turning the pump?
Was it low before?
I'll assume it's at the proper level now?
Extremely hard to steer usually means it's not working for some reason.
We want to help, check these obvious things and get back to us.
