Get the VIN and run it through a dealer.
My 02 Dakota that I bought last year here in GA has california emissions. This truck was shipped to the dealer straight from Dodge. The previous owner left me the window sticker in the owner's manual, destination GA!

My window sticker, stating: exclusively built for Todd Bouton, is hanging in my garage.
Although I picked it up at a dealer, all options and truck were invoice only, I ordered it the way I wanted it. Years after, I added an overhead puter myself- $80.00 total, and 3.93 gears from Houston Drive train.
