Subject: Fan Clutch

Is it unusual for my fan to not stop turning(I have a 99' 5.2 150000kms w/belt driven fan). I'm asking this because my engine temp never gets more than a quarter of the way up on the gauge. I have put in a new thermostat and even tried to put in a airdam up front, but nothing is working.
I have thought about the heater core being plugged but that would not make for low engine heat, just poor heater heat,right?
If the fan never stopped turning(if that's how the clutch on the fan is supposed to work) would that account for the engine not warming up properly. The Haynes manual says there should be a little bit of resistance when you move the fan by hand with ignition off. But what do they consider a little bit. Mine spins pretty freely.
I live in Winnipeg,Canada so it's going to start getting cold.
A buddy of mine with a Ram 5.2l says he has wicked heat, so I should be able to get better than I have.

Any help on this would be great!
