Does the Air Intake Temp Sensor on the 4.7L need to be cleaned periodically? Any specific instructions as to how to accomplish this?

If your air filter is doing its job, the sensor should stay clean, unless you're running one of those K&N-style air filters. Then a periodic cleaning would be good, because they're not as efficient (filtering) as a paper element.

Hmm.. When I bought the truck I had to clean the TB, IAC, etc, so I can assume that sensor is probably a bit crusty as well then.

Yeap, it was crusty. Used some carb cleaner to clean off the tough grit and then some contact cleaner to make sure it didn't leave a residue. Engine seems to be behaving a little bit better too.
