 Subject: ECM location/problem

I've been having a strange problem... when I turn on my high-beams, the dash lights go off and the high-beams don't come on. Diagnosis is the ECM. Where's it located? Any one ever have one rebuilt? Is it worth it?

Should be CTM Central Timer Mudule.
Driver's side kick panel behind the plastic.
But not knowing year or model it's hard to say.
