Message: The fuel filter is in the tank mounted on the fuel pump. Some say it's easier to remove the bed of the truck than dropping the tank. Especially if the tank is full.
May I ask as question of you? Why do you think you need to change the fuel filter?

Message: The pump is not working. When, you turn the igination on there is no noise. Nothing is working in the fuel tank.

Message: I'm assuming that your truck does not start? I've got an '00 w/ 150K miles and I never here the pump. The pump, sending unit, filter and pressure regulator are sold as a complet assy.

As far as how hard it is to change? That depends on your skill level. Knowing my skills, it's relatively easy. I'd suggest you get some kind of manual,Chiltons or such and read the procedure on how to do it.
Again I ask, Does your truck start/run?

Message: Cut a hole in the bed, then put hinges on the piece you cut out. Makes the job easy!

Message: The fuel pressure regulator is also in the
tank and every time it relieves pressure it
backflushes the filter. Chrysler says its
lifetime. My whole pump assm cost 400$
canadian, plus tax!! aftermarket,
replaced rusty straps too 60$ need fuel
line quik disconnect tool, and tool to
unscrew the big plastic pump assembly
retaining ring (plastic tank), otherwise is
very easy to change, just clean out the
junk that has settled on the bottom of
the tank.
