Message: Where is the best way to get at this thing? I tried from under the truck and can just barely get my arm up there. cann't see it from the top. Would removing the inner fender help?

Message: Pull that passenger side inner housing, you'll probably need to
replace all the retainers with real nuts and bolts though as those
plastic retainers suck when trying to put them back in. You'll be
able to get at it much easier now.

Message: I found some stainless steel bolts and nuts at Pep boys and they had some plastic fasteners that worked great on the blind holes.
