I have an 87 dakota with a 3speed tran (727 torqueflite) with 3.23 rear end gears I would like to know how fast does the engine turn over at 75-80 miles per hour.

that depends on tire diameter as well. some large tires that fit the rear of Daks turn 720 times a mile while other turn as much a 950 times a mile, need to know that before anyone could give an answer. Then once you know the size of the tire, go to tirerack.com and look up the tire. a chart they provide will tell you how many times per mile the tire rotates, multiply that number by the 3.23 gear ratio to get engine speed at 60 mph. then divide that by 60 to get revolutions per 1 mile per hour, multiply revolutions per 1 mile per hour by speed, 75 or 80 in this case, to get rpm per 75 or 80 miles an hour,
A bit convoluted but it works.

Also need to know what size tire you're running (i.e., 225x15), as the circumference of the tire matters. The 727 had a 1.00:1 ratio in third, so the engine will turn 3.23 times faster than the axle. But as a rough estimate, without your tire info, 2800-3000 RPMs would be typical.
