 Subject: pitman arm removal?

I'm having trouble getting the pitman arm off the tie-rod to replace. Doesn't it just push through or am I missing something? Tried using the pitman arm puller but it wasn't budging. Any tips? Also, the replacement pitman arm appears as though it rotates inside the tie-rod, why doesn't the existing pitman arm do the same? it seems "frozen" on the tie-rod and pivots where the pin goes into the rubber boot end of the pitman arm. Do I have the right replacement pitman arm? Thanks.
