My 87 Dakota is running rich I think its the o2 sensor. is the o2 sensor on the exhuast manifold because I didn't see it in front of the cat! Will a universal o2 sensor fit the 87 Dakota?

The o2 sensor is normally located between the cat and the manifolds. You need to get the correct o2 sensor for you vehicle.

You are better off to order the right o2 if you
get a universal it will work but you need to mess
around putting the plug on not worth the hassle
poping the pins from the old 1 and soldering the
wires
