Message: Do like Josh and Dan said, have that o2 checked. If its not the o2 it chould be a number of things like: dirty air filter, bad exhuast, Ect. But with a 4wd I whouldn't expect over 12 in the city and maybe 18 on the highway.
P.s. If you have any questions about these parts feel free to ask.

Message: Tin-knocker, How many miles do you have on your truck? The first thing I would check is the O2 sensor as stated above. On the 97, there is a before and after O2 sensor (BEFORE AND AFTER THE CAT.), which one is bad? Take your truck to the shop or auto-parts store they may scan it for free, that might be a good place to start. How long has it been since your truck has had a full tune up? New rotor, cap, plug wires, plugs and maybe a new coil. All of these can contribute to your problem. At this time of year, if you have snow on the ground you could remove your air filter out of the filter box on the passenger side fender and take it for a drive. Then take it for a test drive if performance improves, replaced the air filter.

Message: #1 do you leave in a cold area where you are letting your truck warm up for a while? Otherwise think about doing a tune-up. Plugs, wires, cap, rotor, pvc valve, fuel filter, run some injector cleaner through it, and possibly o2 sensor. But on your vehicle when the o2 sensor goes you should get a check engine light and you should definately notice a change in performance.
