Will simply "locking" the fan blade and making it turn all of the time reaaly hurt anything, other than reduced horsepower?

Reduced Horsepower caused by more drag on your engine = loss of 2 more MPG.
I Don't recommend doing it, There is a similar post in the "General Board" If your having cooling problems.

Replace your thermostat and get the system flushed. Don't lock the fan.
