What kind of increase should I expect from running oh say port/polished intake manifold and heads, cam, 1.6 roller rockers??

Mild port/cleanup work (no polishing on the runners unless you plan on running Alcohol or Nitromethane) but do the bowl work (this is where the Mopars make their power from...not the ports. A good blending/unshrouding and polishing job on the bowls will not only gain you some decent HP, but will also help prevent detonation.

No need to touch the manifold with the exception of shortening the plenum divider (if yours runs all the way to the bottom), and just cleaning up the casting flash in the manifold runners...Do NOT polish them...the very minor gains aren't worth the effort.

With cam, headwork, intake work, TB, Headers, exhaust, 1.6:1 (or 1.7:1) RR's, and the supercharger...you're looking at approximately a 50-60% gain from factory HP (cam/head and boost depending).

The times can be anywhere from 13.0 - 13.5 (again, cam/head/general modifications depending). Driver "input" also has a lot to do with the 1/4 mile times as well as gearing.

That is about where I want my truck to be...low to mid 13s :). I know a guy that swapped his 3.9L for a 318 and will sell me the whole motor for pretty cheap...I was just wondering would I be able to get there on my motor or should I just invest in a 360.
