my 99 dakota makes a strange lifter/tapping noise when i start it up in the morning after it warms up and i start driving noise goes away for the most part just hoping someone here might have some ideas that i could check out. It almost sounds like a header leak but i just retightened those and it did no help. my mod list includes v8 throttle body jet stage II chip, jba headers, flowmaster exhaust, underdrive pulleys, relocated ait

A couple things to check:

(1) Header leak at the collector - My driver-side JBA cracked at the mating point of the pipes (at the collector - warranty replacement - FREE)
(2) Header leak at the head (gasket)
(3) Sticky Lifter(s) (Happened to me as well)

my '99 does the same thing too. its doesn't seem to hurt anything, i just think its a characteristic of the valve train since its a hydrualic/roller cam

sounds like a ticking time bomb. i would check to see if that truck was owned by an iraqi or palestinian foreigner for there may be a bomb of some sort under the hood. if it hasn't gone off yet then it will very soon. better check to see for sure or you will get blown up.
