Subject: '95 EGR Valve

My '95 failed the smog test for NOx emissions.
I checked the EGR valve, and found that there's
some plastic vacuum switch device attached to
the EGR valve, and this is melted (looks like
exhaust gas melted it, or it fell from its mounts
and was sitting on the manifold). Anyways, can
someone tell me what this switch does and what to
call it when I visit the dealer for a new one?
Also, there's a little exhaust bleed line on the EGR valve (looks like a vacuum line but it connects to the exhaust passage. I'm not sure where this should have been connected--I'm assuming part of this plastic piece that melted it once was connected to it?
