It is an aftermarket pully that you bolt on in place of your stock crankshaft, waterpump or alternator pully. The pully is a slightly different size then the original which causes your alternator, and water pump, to spin slower and free up 5-10 horsepower for your engine. Most people won't feel a difference in performance but it could take close to a tenth of a second off your quarter mile times. It is a cheap and easy mod thats been very popular lately.
