I have a 1998 dakota 3.9 nice truck i had a newer motor put in to it but after a year or so if i just touch the accelerator peddle it revs up to 3500 rpm and now my head lights just head lights go out and my turn signals stay on after 30 or 45 min of driving and now my tranny at cold temps or even warm will now not shift into 4th at around 40 mph help wants wrong with this cool truck???

Well, I would suspect you need to put in a new transmission.
That old transmission just could not take the power of the new motor.
Or you beat the Sh** out of it cause you wanted to be a show off!
Head lights, who needs them!
