i heard that the 3.9magnum was the same as a 318 with two cyld. chopped off. Is this true . If so will the cylinders from an 318 fit my 239?

By cylinders if you mean pistons, then yes. The rods however will not work without having the crank journals widened.

What about valves? I.E. exhaust and intake? If i wanted to get the heads re-done and put bigger valves are the factory ones the same size as the factory 318's?
