 Subject: 99 dodge dakota wont start

Ive a 99 dodge dakota 4x4 3.9 and randomley i
will be driving and it shuts off and will not
start for 5-30 mins its will turn over and the
fuel gauge does not activate when i turn the
key.
I have replaced the fuel pump and that didnt
help.
I have read about there being a splice 115
that goes bad causing this symptom,Ive taken
the fuse panel loose and dont see a splice with
3 to 1 or 4 to 1 ,i did see a couple factory
splices but the infamous s115 splice i cannot
see.my question is does my year truck have this
infamous splice?

Don't know if that vintage has the bad splice, but
it's under the windshield washer jug on earlier
Dakotas.
