Subject: 2002 Dakota lacks lower RPM power

I have a 2002 Dakota V6 with an auto trans that
really lugs at lower 2000~2500 RPM, but greatly
picks back up at 2500+ RPM. I know it's just a
V6, but my older 1996 Dakota had much better
lower RPM power (both have 3.9 V6's). To me,
it acts much like a stuck centrifugal advance,
except this truck doesn't have such a device.
Also, this problem gets worse as the engine
warms up. When the engine is cold, it drives
almost normal. I already put an entire new
exhaust system, and it seem to help, but it's
still not right. Also, my gas mileage is not
good. It's most annoying when I'm going up a
hill and the trans shifts into next higher
gear, but there's nothing there and it ends up
downshifting again a few seconds later. Any
suggestions? Thank you.
