I had the same issues and it turned out to be the ECU.

I have a 95 Dakota that is losing power as you
drive it. But if i put in neutral and turn the
key off and start it back up it regains all
power for a few minutes then it start over
again what can causes this.it just started
doing it at a idle as well. I put a new fuel
pump in and a throttle position sensor. I don't
want to spent a lot of money just throwing
stuff on it.And i just put new heads and gasket
set on it. and check engine is on but there is
no plug to hook to and I don't know how to read
the code when I cycle the key. Thank you for
your time please let me know what you thing

My problem on my 99 Dakota turned out to be O2 sensor. So
far it's running ok! Good luck!

So this is a update on my 95 Dakota. It looks to
be my cat causing the whole problem.

I was having the same problem as the original post. I did a lot of testing, some parts changing, and no one could figure it out.

It turned out to be the O2 sensor. I'd never have guessed. I was fairly desperate when I ran across this post and saw a few people mentioned it.
