 Subject: crazy electrical

I am not getting any power to my 02 sensor fuse on the power side of the fuse. Iremoved the fuse and checked both sides and there is no power in the PDC. Does the PCM control the power to the 02 sensors? For some reason my truck refuses to start due to no fuel. I am showing everything is ok in the PDC besides the 02sensor fuse. Going crazy.
