 Subject: V6 problems, new owner

Hi, hoping someone can help me, i have just bought a 92 dakota v6 with 260xxxkms on it and it has a few faults/problems that i am unsure how serious they are,
1. Fuel guage always registers empty - as far as i can tell from looking on here this means the fuel pump will need replacing to fix this?
2. radio has no signal, it has power but can only get white noise on it, took dash off but no obvious bad connections on back of radio?
3. The battery has recently been changed, there is a red lead that looks as though it should be connected to the battery but has not been, any ideas what this is??
