 Subject: No floor heat, no cruise in OD

I have been looking for an answer for some time about a problem with my '94 Dak with a 3.9L and 248,00 miles.
When driving above 45 miles an hour, the OD engages and my floor heat goes to defrost and the cruise will not engage. If I turn off the OD with the switch on the dash, the floor heat comes back and I can set the cruise control.
I have read that this is likely a vacuum issue. However, all of the lines look good. I have inspected the check valve and it functions properly. I am a little confused as to why everything works as it should in third gear but stops in OD.
Other than burning more gas, I would just drive with the OD off. I may want to sell and upgrade in a few months and would like to fix this before I try to sell. Any help would be greatly appreciated! Thanks.
