Okay, I found this guy a while back who has a RC Gen III Dak with a 3.9 that he has bored and stroked (4.41 x 3.81), twin turbo, etc. Now it's a 5.4 liter and runs 10.9's. Anyways, I emailed him last night and asked him if he could get me in touch with the guy who made his stroker crank.
This is what he said:

I had mine done by a friend of my dad's. He does a lot of custom engine work, he even molds pistons, that's were I got mine. I know he does a lot of work for Terry Labonte Chevrolet's custom division in Greensboro, NC, but I'll ask my dad whenever he decides to get home, hehe, his number, call him up for ya, and see what he can do. So, when he gets back to me, I'll let you all know. Even with a Powerdyne, Vortech or naturally aspirated, this would be a bad ass engine with the right cam, heads, etc. I can't wait. Just imagine spanking the crap out of a V8, then lifting the hood and the only visible mod is the air intake and the headers (if it's naturally aspirated). Imagine the look on that guys face. I don't think I would bore mine over stock so I could rebuild it a couple times, but it would still be over 5 liters.

Okay, stock bore of 3.9 and bigger stroke of 3.81 would be a 4.5 liter. Not bad.

I read (mopar maybe) somewhere that our engines can be bored to a 4.12, but 4.08 max. 4.41 sounds too dangerous (and hard to believe), the walls will come crumbling down.

Like I said, I would keep the stock bore and just swap out the crank, rods and heavy duty pistons. Add a set of big heads and a cam and she'll me a mean a$$ V6.

I have a 3.9 dakota. mods are throttle body spacer, airaid intake, and flowmaster.

Remove the TB spacer as it doesn't provide any HP or TQ gains (Dyno and Track tested). Install either a modified factory TB (Fastman), Billet 48mm (Flometrics), or a stock V8 throttle body. The mid and top-end performance is very noticeable.
