IMO, to run both OBD & OBDII, your best beat would be to get a laptop, cable and software. If you search the web, you'll find somefor a reasonable price. I've seen them from $75.00 to $250.00 but it's been a couple of years since I've looked at these.
And you could do so much more with the laptop and software. Try this one.

Check ebay there's a ton of stuff on there. Just
make sure what ever you choose comes with any/all
required cables.
