Message: Try giving it a good tune up. Change spark plugs,
oil, air filter. That might help. But if its
somthing internal. Lookin at some ka-ching$$$. Most
likely the rings are burnt out. Valves are seating
bad. If thats the case. Take a second look at the
dakota and see if its worth the money.

Message: jdog, what gear ratio do you have? If you're not sure check the sticker in the glove box lid. cabela is right about the tune up stuff but way off base on the rest of his post.
You don't say if your truck is 4x4 or 4x2 or what size cab. Tire size too would help. You can always turn O/D off when climbing steep grades. If the little 3.7 is built like the 4.7 it won't mind revving a little. It has to to make that power.

That's part of the problem there. A 4x2 QC(I have one) is a heavy mutha as it is much less a 4x4 auto. Dodge shouls have never sold that combo with anything but a V8.
You probably have 3.55:1 gears also. Your best bet is to do as I stated earlier, turn off O/D on steeper grades and let it pull in 3rd. You'll be more at ease and probably save fuel in the long run.
If you can spring for them and don't do too much flat highway cruising, you could go to 3.92:1 or 4.10:1 gears. It would probably be around a grand to have that done since you have to do both axles. Or run shorter tires which you most likely do not want to do.
My '00 QC 4x2, 3.9 5spd w/ 235/75/15 tires does it's job but it is by no means a speed demon. It's fine for me and makes good highway mileage for a truck. I don't tow but do load the cab and bed on occasion.

Message: the stock tire size is 245 70 16.I have been noticing that the transmision is always shifting down almost as if somthing is wrong. The slightest touch of the pedal and its wright to 3rd gear. I pulled my boat in 3rd gear with very little problem but in overdrive by itself just touch the gas pedal a little bit and its back to 3rd gear. thincking about puting a tranny filter kit in and try that.
