I have a 1998 Dakota 3.9 that failed its e-test on the nox gas since there is no EGR valve on this truck what other reasons might cause this.

How close are the others to their limits ?
If close or at the limit , then for sure
the 'Cat' needs replace .
How are spark plugs and wiring ?

Engine running warmer can do this (such as if radiator fins are missing). I had a failure in my car due to missing rad fins.

Turned out to be the Cat it was only three months old must have been a bad one.
